Enterprises are encouraged to go through the declaration formalities with the Customs after confirming the transmission of manifest and before the arrival of the goods, and to release the non-inspected goods after arrival at the port.
2. Expanding the application scope of "early declaration" for export goods.
In Waigaoqiao Port, a pilot export "declaration in advance" model was implemented.
Enterprises independently choose "early declaration" or "arrival declaration", and choose "early declaration", after confirming the transmission of the pre-allocated manifest, they can go through the declaration formalities to the Customs.
3. Establish the fault-tolerant mechanism of "early declaration".
Violations which are not caused by the subjective intention of the enterprise and which the enterprise voluntarily declares in writing to the Customs and can be corrected in time may be lightened, mitigated or exempted from punishment.
The enterprise may adjust the Customs administration measures as appropriate for other problems reported in writing to the Customs on its own initiative.
No customs declaration errors shall be recorded if the import date is modified by "early declaration" and the means of transport of goods are altered due to shipping, stowage and other reasons.
Streamlining Licenses and Attached Documents
4. Cancel some licenses.
The Automatic Import Licensing Measures for goods under 15 or 118 customs commodity numbers shall be cancelled.
5. Simplify the documents attached to the declaration.
When enterprises declare to Customs, they implement electronic entrustment in an all-round way, and do not need to submit a paper declaration letter of attorney.
When import declaration is made, the enterprise does not need to submit the packing list to the Customs. If necessary, it should submit the packing list again when the Customs examines and verifies it.
When declaring exports, enterprises do not need to submit invoices or packing lists to the Customs, but submit them again when the Customs examines and verifies them.
Optimizing the Model of Tax Collection and Management
6. Increase the proportion of the "tax first" model.

Improve the management mechanism of territorial taxpayers, promote the implementation of the "classification precedent" system, guide enterprises to carry out compliance management and voluntary disclosure, and provide advisory and solution channels for difficult tariff technical problems.
Promote the "single window" Standard Version of tax reduction and exemption business functions.
Improving the scientific and technological level of Port Supervision
9. Realize the network release of regulatory sites.
In order to realize the networking release of customs supervision workplaces at sea and air ports, enterprises are no longer required to go through customs clearance formalities on the basis of original bills of lading and waybill. Customs may no longer stamp the release stamp on bills of lading and waybill when they are released.
